The key governing body of Sands is its members, not the teachers, not the Governors, not the Government. All students, staff, parents, governors, in fact anyone who wants to, can attend the weekly school meeting to raise a point. Only the students and staff have a vote on matters as they are the ones most directly affected by any decisions.
The meeting is the only body which is allowed to make decisions on the day to day running of the school. With about 10 students for every member of staff, and all voters being equal, it is the students that have the real power in the school as they can easily sway decisions to the outcome they want. This encourages a real sense of responsibility, and the agenda points are all debated seriously before a decisive vote is taken. Whether an agenda point is about the trip on Friday, or the employment of a new member of staff, the school meeting decides.
